What should I check if the floodlight is dimmed before not coming on

If the floodlight is dimmed, then won't come on what should I check?

1.  Check the connection between the driver out cable and the floodlight
2. If controls are not used, check that the control cable’s wires are isolated from each other
3. Check to make sure the Plugs do not have water ingress
